David is the Principal of David Jay Consulting. In a career spanning over 30 years, David has provided leadership, project direction and management on a range of major infrastructure projects that have been recognised and acknowledged as highly successful both within Australia and internationally including World Expo '88, South Bank, Brisbane Convention and Exhibition Centre, and the Queensland Health state-wide Health Building Program. David is highly experienced in working with government and the private sector in delivering projects. His previous public sector roles include Director, Capital Works Branch, Queensland Health and Director, Health, Law and Order Portfolio, Department of Public Works.

  
 Brian Guthrie

Brian Guthrie PSM

Brian was the CEO of Townsville City Council from 1994 to 2008.  His career as an engineer and senior executive spans over 30 years experience in local government management and infrastructure procurement. Brian has been on the Board of the Queensland Local Government Managers Association since 1993, the Secretary/Treasurer Urban Local Government Association Queensland since 1994, a member of the Chief Officers Group, Australia, since 1996 and a Director of the Australian Institute of Marine Science and Chair of Audit Committee (1998 – 2004). He is presently the Chair of the Waterways Project for Townsville Port Authority. He was awarded the Public Service Medal for outstanding service to Local Government in the 2005 Australia Day Honours list.

  
 Greg Hallam

Greg Hallam PSM

Greg Hallam is the Executive Director of the Local Government Association of Queensland, a position he has held since 1996.  He has worked in Local Government for almost three decades, including Brisbane City Council, the Commonwealth Office of Local Government in Canberra, and the Esk Shire and Townsville City Councils before assuming his current role. He holds directorships with local government Workcare Board, and Local Government Mutual Insurance Corporation and Local Buy Pty Ltd. He is a former director of the Queensland Treasury Corporation. In addition he sits on the Boards of Sporting Wheelies and Queensland Cycling. He was awarded the Public Service Medal for outstanding service to local government in the 2001 Australia Day Honours list, the Centenary Medal in 2003, and the International Olympic Councils (IOC) Merit Award in 2005.  He has degrees in Commerce, Economics and Business Administration and is a qualified Local Government Clerk.

  
Philip Boble

Philip Noble

Philip Noble was appointed as Queensland Treasury Corporation’s Chief Executive on 1 December 2010. Prior to joining QTC, Mr Noble’s career had included many senior roles in the international banking sector. He has held previous positions with Deutsche Bank in Sydney as their Director of Global Markets, and with Bankers Trust Australia in Melbourne and Sydney, as their Vice President of the Financial Markets Group.

His most recent previous appointment was Managing Director and Head of Fixed Income Division Australia and New Zealand at Credit Suisse in Sydney, where he had responsibility for establishing and delivering a ‘full service-provider’ business model for Australian and New Zealand clients. Mr Noble also held a number of board positions at Credit Suisse and was a member of their Executive Management Committee in Australia.

  
Roger Short

Roger Short

Roger is a highly experienced solicitor and company director with extensive project delivery experience including Wivenhoe Dam, Brisbane Cricket Ground, Noosa Sewerage and Water Treatment plants, and Townsville Casino.  His legal experience was derived as a construction and property law Partner with Blake Dawson Waldron, and Henderson & Lahey (now Clayton Utz), and as a consultant to McCullough Robertson.

His public company experience includes roles as a Director, Forest Place Group Limited, retirement village owner/operator (taken over by FKP Ltd) (1984 – 2002) and Director, then Chairman, Breakwater Island Limited, owner/operator of the Townsville Casino (taken over by Jupiters Ltd).  Roger is currently a Consultant to Thiess Pty Ltd and a Director of Payce Consolidated Ltd, and Paynter Dixon Pty Ltd.
