Water

LGIS can assist local governments with water and sewage projects including fluoridation projects and strategic regional water supply initiatives.

LGIS has the experience to assist in delivery of any part of a council’s water business, from retail and customer service functions to operation or construction of major assets.

LGIS is well positioned to help all Queensland local governments meet their sewage treatment plant upgrade and management needs. We can investigate opportunities to help deliver regional collaboration, significant capital cost savings, simplify access to funding, ensure the use of efficient and effective technology, and consider opportunities to participate in centralised maintenance programs.

In addition, LGIS, the Queensland Water Directorate and the Local Government Association of Queensland have initiated a program for local government water service providers completing their Strategic Asset Management Plan audits. Through regional collaboration, this program will save you time and money, and deliver better outcomes for both you and your neighbouring councils.

Total Management Plan Financial Models

LGIS assists local governments by providing, free of charge, two financial forecasting models for local governments completing their Total Management Plans. These easy-to-use models accurately demonstrate the performance of water and sewerage businesses, and are available free of charge to all Queensland local governments.

LGIS’s TMP financial models have been specifically designed to satisfy the current TMP guidelines, set by the Department of Environment and Resource Management (DERM) – with a focus on financial forecasting for councils’ water and sewerage businesses.

The models can be used in Microsoft Excel and are available on a CD, which contains:

  • financial forecasting model for a water business, and
  • financial forecasting model for a sewerage business.

System Leakage Management Decision Support Model

LGIS has also developed a System Leakage Management Decision Support Model. This model is designed to assist water service providers across Queensland in determining their Economic Level of Leakage (ELL) for water infrastructure development, and in identifying and planning cost-effective water system leakage management projects.

The model can be used to support:

  • business cases
  • applications in relation to grants and subsidies
  • System Leakage Management Plans, and
  • business decisions on operations and maintenance programs.

The model primarily focuses on evaluating the financial outcomes of system leakage management projects. Model inputs include capital and operation costs, and its resulting benefits, such as water savings, asset life extension, and break and pumping cost reductions. In addition, there is scope to quantify non-financial (qualitative) aspects, such as social / environmental, political / reputation and business improvement.

The model has been developed in consultation with industry specialists representing a number of water service providers. It has support from DERM and the Queensland Water Directorate.

LGIS also provides a training and support function to assist water service providers in optimising the benefits of the model.
