Central Queensland Regional Collection and Regional MRF Project

In 2008, LGIS was involved in an innovative regional collaboration project in Central Queensland involving the Central Queensland Local Government Association (CQLGA), and Central Highlands, Gladstone, Isaac and Rockhampton regional councils.

The project involved researching, preparing and letting regionally based but individually signed contracts for the following waste management services:

  • waste and recyclables collection
  • recyclables processing
  • bulk haulage
  • landfill operations, and
  • liquid waste collection and disposal.

The project was the first and geographically largest of its type in Queensland, representing a potential contract value of between $20 and $40 million. As part of the project, LGIS provided a range of advisory services including:

  • preparing a Memorandum of Understanding for participating parties
  • providing project facilitation support for project manager CQLGA
  • conducting transport modelling for the introduction of kerbside recycling services
  • providing technical advice on waste management issues and procurement
  • developing an NPV model for evaluation purposes
  • preparing tender documents
  • providing remote tender administration support, and
  • providing tender evaluation and facilitation support.
